Shouldn't,I be getting a certificate of compleatin before I pay the last installment of the reovation

I paid 10,000 in October 5900. In November I paid for all cabinets sinks forces floor drywall component counter appliances door drywall compound paint and painting. I had origiallinglly had a stop work order. The man did not have a license. I hired mt neighbors thinking they would help , however they took an exorbitant tine to finish. They tod me we passed inspection and I want my completed certificate from the building department can I hold back whAt I owe them until I get my certificate
